the initial window differs a little bit from the usual 1.9 version.<br>

GvSIG only shows those tools and menu entries that apply
to a given context. So when you startup gvSIG, this is

Create a View, open it, make sure to activate the new
View window by clicking on its titlebar. Moore toolbars

the new layer entry -> more toolbars, etc., etc.

Hi Scott,
I'm not sure what your problem could be, but if you give us some more information, it will be really useful for getting the developers help.
Could you say us if from your limited available menu, you can access to the following options?
Show->Project Manager
Show->Console
Window->Preferences
With this options you must see the appropriate windows (Project selecting and creating, information console or gvSIG preferences).
This options are the normal tools that you may see when gvSIG starts (the Project manager window, and the tools icons), and as I see in your screen shot you haven't access to them by the icons in the toolbar. But may be, you could access by the menu as I said you before. This is an important difference for understand what could be the problem.
I also send you a screen shot of the normal view when the program starts.
