you can create an event layer in EPSG 4326 without problem. It's the
same than in UTM. <br>
<br>
For that you have two options: <br>
<br>
- Loading the CSV file from the Project manager and "Table"
document, and then from a View in 4326 you access to the "Event
layer" option. Then you select the CSV file, and "Latitude" for "Y"
and "Longitude" for "X". It's a virtual layer because it's a table,
you will have to export it to SHP format to have a point layer. <br>

- In a View in 4326 you access to "Add layer", and from "File" you
add the CSV file. You select it at that window and accessing to
Properties, and "Geometry" tab, you can select fields for Latitude
and Longitude. It's also a virtual layer because it's a table, so
you will have to export it to SHP format to have a point layer. <br>

the current Java version, Java 8, that is included in
gvSIG, doesn't support ODBC connections. In that way it
was possible to connect to Access databases, but it's not
possible now. If there's an entity interested in financing
that development it would be done. <br>

In addition, there's a way to load the data from the table
in gvSIG, that is exporting to DBF or CSV files
previously. They can be added as a point layer in gvSIG,
using the coordinates of the table. <br>
<br>
There are two ways: <br>
<br>
1. Event layer: Here you can see how to do it:

You can export the event layer to shapefile later. <br>

2. Adding the table as layer: For that you can access to
"Add layer", then from the "File" tab you select the CSV
or DBF file, and you access to the "Properties" button. At
the "Geometry" tab you can select the fields with X and Y

The DBF file can be edited later from gvSIG directly, and
