Hi, Dragan.

Please, have a look to
https://gvsig.org/plugins/downloads

and try extShalom plugin. Maybe it can help to see your Serbian Cirilic 
characters in gvSIG.
If the problem is to write to the dbf, you can try to edit dbf files 
with Open Office, and select the encoding that you want to use.
