[Gvsig_english] setup development environment

Is somewhere explained how to setup the development environment for Gvsig?
We are evaulating if it could be the right framework to develop new
drivers/plugins/extensions, and to do financial investments.
We asked before with no success. We hope to find your start-up
support, otherwise we will consider to switch to other environments.
