please take a look at my last message to this list.
It works fine with your data:

In gvSIG 1.1.2, the user interface for the join operation is
a bit buggy (the button labeling gets messed up after the
first step) and that might have misled you.

You will find some details on the joining procedure on page 36
of this little Quickstart Guide:

Since you seem to be a native English speaker, you might also
want to download the OA Digital Edition of gvSIG, which contains
a lot of language updates to the user interface, among other
