[Gvsig_english] Migration to open software project at the Regional Ministry of Infrastructure and Transport

The Regional Ministry of Infrastructure and Transport (Generalitat of  
Comunitat Valenciana) has published -in English and Spanish- the  
memory of the Migration project to open source project[1], called  
gvPontis. This migration project is added to the list of other  
successful open software cases in the Comunitat Valenciana, and from  
this, projects such as the gvSIG has been born.

We hope that this guide is useful to start similar procedures in  
another organizations.
