No, it doesn't have (almost?) anything to do with Java properly, but with the part of gvSIG that is not Java (the so called JNI and "native" part). It's a relatively small but very important part.

Qt wouldn't help.

Sorry, I have no idea about what the plans are regarding Mac OS X support. Someone else should answer that.
