[Gvsig_english] New mailing list to announce the publishing of gvSIG binary builds

A new mailing list has been configured to announce the publishing of  
project binary builds[1]. This list won't accept any mail except from  
the building publishing system, so it's "read-only".

The announced builds on this list will be available to download at  
gvSIG web portal, on the main gvSIG section[2], or at the extesions  
section[3]. Those alpha versions are aimed to users and developers  
that want to test the new functionalities, that in general are not  
stable enough.

This mailing list has been added to several archiving systems. Thus  
it's possible to access to this announces using RSS news syndication  
clients (i.e. at Nabble[4]) so you don't have to subscribe to the  
mailing list if you prefer to access the announces this way.
