[Gvsig_english] New version of NavTable has been released

There is a new version of NavTable available (0.4).
The changes from the last version are:
- It was added an action in order to open NavTable from the popup menu
in the gvSIG TOC.
- NavTable can be used to edit and visualize data in alphanumeric
tables, without associated geometry.
- It is possible to create and eliminate registers.
- Better compatibility when the layer is being edited.
The follow bugs, reported through public bug tracker in OSOR[1], are
being fixed:
- Bug #592: Error when deleting features when layer is on edition.
- Bug #525: Mistake with register unselection
