[Gvsig_english] SUGGESTED IMPROVED FUNCTIONALITY gvSIG 1.9 (BN 1253) -- Improved Table-of-Contents in View

Hi,

I have noted that the table of content has some irritating behaviour
that makes it difficult and time consuming to change.

A good example is dragging a layer from the top of the list to the
bottom. Once you drag the layer all the legends for the all layers
expand, and all the groups also expand. The expected behaviour would be
to keep the ToC as it was prior to the drag.

Moving can also take quite a while. In the time its taken to write this
email I have tried several times to move an image to the bottom of my
ToC. Each move has resulted in a 1-2 minute wait only to find it turned
up somewhere unexpected - top of list again, in a group - or it
disappears all together, only to reappear once the view is closed then
opened again. 

This happens consistently even if the layers are visible or not, so it
is not a rendering issue. 

This is a borderline bug.
