Hi Simon,

actually, toolbars (and menu entries) are already fully
customizable. Every extension that registers a toolbar icon
or menu entry comes with a config.xml file.

Look for the <menu> tags. They are easy to understand.
If you want to get rid of a whole group of icons, then gvSIG 1.9
lets you do that too, straight from the main menu. Unfortunately,
many of the same have garbled names, so it is hard to understand
which entry name relates to which icon group.

In the OADE version, we went through a lot of pain to reorganize
and relabel all those toolbar entries to make them easier to manage.

It would be advantageous to have toolbars and menus customisable. 

There a quite a lot of tools that could be hidden to reduce clutter on the GUI interface. 

A good example is the multitude of selection tools - select by point, select by rectangle, select by polygon, select by line, select by circle, select by buffer, select by throwing a dog over your shoulder - these could be left in the menu and most except for a few core tools removed from the toolbar essentially simplifying the GUI and making it less cluttered.
