[Gvsig_english] Use of gvSIG by Government Land Department

Open source software is open source software. There are a few applications out there, almost all closed source, that allow some classes of user to use them freely; open source applications are almost invariably open source and free to use for all classes of user. The licence supplied with the open source application will make it clear, but many applications just use the GPL (as does gvSIG) which allows for all users to freely use and modify the application, with the proviso that it stays open source.

ALso gvSIG was developed (funded) by a government department in a state of Spain, Valencia (the "v" in gvSIG).
