[Gvsig_english] gvSIG project contributions and official projects

Hi,

At gvSIG project we want to have more collaborations and with the
highest quality. That's why we've documented the procedure to contribute
new developments and add patches to the source code[1] as well as what
official projects are at gvSIG[2].

We hope that this way any entity or developer that is willing to
collaborate with the project will have all the necessary information
about how to do that.
