[Gvsig_english] Municipal passports in gvSIG

Hello,
the expression "municipal passports" sounds strange. It refers to something like this?

Out of curiosity, how do you say "municipal passport" in your mother language?

I would like to ask if anyone used gvSIG to create passports of municipal property (roads, traffic signs, vegetationi etc.) and if so, what it was based on (Navtables?) and how these passports look like.
