[Gvsig_english] Bug with layers order on export PDF with gvSIG 1.11

Please compare the two images, the first is a screenshot of the view, the
second is a screenshot from the PDF export:

1. The layer order is not the same (you can see that for example the highway
is not on the top)

2. The custom simbols level (drawing simbols with custom order) is ignored
