[Gvsig_english] Problem loading operators in the field calculator

Hello,

some users have sent an e-mail to the Spanish user list explaining cases 
where operators in the field calculator weren't loaded in gvSIG 1.9 or 
1.10 on Windows Vista or Windows 7. The problem was caused by problems 
with permissions in the folder where operators are loaded.

The error will be fixed in the next versions. A temporary solution is to 
create a folder called "cachedir" inside the folder "bin" at the gvSIG 
installation directory, and then to create a folder called "packages" 
inside the folder "cachedir".
