[Gvsig_english] Linear referencing with gvSIG carreteras extension

Probably there are parts of the Wg-Edit extension that could be reused by
the carretteras extension but the WG-Edit extension is
more general. But in line of principle I think it is a good idea to take the
best of the two and merge them into a single extension..
