[Gvsig_english] gvsig 1.11 and network extension

It should work in both JRE.

Anyway, we should do a new release soon, there are some speed 
improuvements, the possibility to export a route to shp and a correction 
to be able to fix the topology of a network better.

The changes are already in the SVN, if you can compile the plugin.
