Ok... I feel like I'm getting one step at a time closer.... here is my
layer.txt config. All I did was copy the OSM one, set the type to 5, change
the url

GEOSERVER ZIPCODES OSM CONFIG
TEST;5[>],http://66.228.57.208:8080/geoserver/gwc/service/wms,image/png,20,0,256,-81.346,33.743,-81.346,33.743,-80.59547393070405,34.2701992002449,EPSG:4326,0.0029317424581873364:0.0014658712290936682:7.329356145468341E-4:3.6646780727341705E-4:1.8323390363670852E-4:9.161695181835426E-5:4.580847590917713E-5:2.2904237954588565E-5:1.1452118977294283E-5:5.726059488647141E-6:2.8630297443235707E-6:1.4315148721617853E-6:7.157574360808927E-7:3.5787871804044633E-7:1.7893935902022317E-7:8.946967951011158E-8:4.473483975505579E-8:2.2367419877527896E-8:1.1183709938763948E-8:5.591854969381974E-9:2.795927484690987E-9,geoserverdb:zipcodes_wgs84,1.1.1,text/plain

... the tiles still aren't drawing and this is the error I'm seeing in my
tomcat logs:

06 Oct 14:05:55 ERROR [geowebcache.GeoWebCacheDispatcher] - X,Y values for
the tile index were calculated to be {1125.6655334512182, 1411.122600117885}
which had to be rounded to {1126, 1411} and exceeds the threshold of 10%.
Perhaps the client is using the wrong origin ?
