[Gvsig_usuarios] Error al cargar la plantilla en mapserver

Buen día,
Estoy trabajando con mapserver 5.X en GNU/Linux Ubuntu y no he podido ver la
informción en la plantilla.
mapserver me renderiza la imagen sin problemas, esto lo puedo comprobar de
la siguiente forma:
http://localhost/cgi-bin/mapserv.exe?map=/www/htdocs/colombia/prueba1.map&mode=map
pero cuanto cuanto quiero que lo muestre en la plantilla sale el siguiente
error (encontre en la web el mismo error):

http://geonetwork3.fao.org/cgi-bin/wms?map=/GeoNetwork_data/01100-01199/1111/wms/1111.map

El archivo de inicio es:
