[Gvsig_english] export attribute table

I created this file during a v.overlay operation in GRASS. The dataset is very
huge and gvSIG couldn't handle it.

* I would like to work with the data externally with some scripting tools (see
also temporarily edit tables (dbf) outside of GRASS -
http://article.gmane.org/gmane.comp.gis.grass.user/21248). I would therefore
need to convert the table to an ascii format.
* Additionally, I have more attributes in my table than spreadsheet applications
can handle. => ascii export is the only option
* string cloumns sometime contain non-english characters like names of places in
German, Spanish etc. Spreadsheet apps like Excel can't import this as latin1. =>
one can use CSV to enshure that these charaters will remain intact
