[Gvsig_english] manage fields, floating point

The excesive number of decimal digits has been causing troubles for certain
processes.

For example, the dissolve geoprocess may create "spureous" lines when
dissolving many polygons to create a bigger polygon. The cause is that JTS,
when analyzing coordinates, consideer that coordinates that are almost "the
same" are different coordinates (because the nine or tenth decimal is
different) and adds them to the final solution.

A detail study is needed.
