Hi Chris,
I do not recommend to use GRASS. I tried it to use it within QGIS and could not get what I wanted. You could use SAGA GIS, it has only 15MB, user friendly GUI and various functions of creating grids and exporting them. Download here (then only unpack and run saga_gui.exe):

I also attached a screenshot. I hope this is what you need.
There are 2 possibilities:
1) use your tif grid from gvSIG, load it in SAGA (modules/file/grid/import) and then convert like on that screenshot
2) load the shp directly in SAGA, use optimal interpolation method to get your grid in your cellsize and export it like in 1)
