[Gvsig_english] encoding in attribute tables

Hi Micha,
at the moment, DBF tables for shapefiles are always incoded in Latin-1 
(ISO-8859-1) in gvSIG.
We plan to support different encodings for future versions, but I don't 
know for which version yet.
