Hello Dragan,
currently it's not possible to open non latin-1 characters in 
Shapefiles. It is planned for the future, but I can't provide any date.

There is, however, a possibility. You could create the layers with your 
cyrillic characters and export them to GML. This saves a GML file with 
UTF-8 encoding, which will preserve your cyrillic characters. Of course, 
you can afterwards read these GMLs in gvSIG (and other tools).

You only have to keep in mind some things:
- When you edit the GML layer, you can't save it with the normal "Finish 
Editing" menu, as you would perform with a shapefile. Instead, you need 
to save it by using the Export to GML menu option.
- GMLs are loaded in memory, so maybe you have a problem with very big 
layers.
