[Gvsig_english] openCADTools Beta version has been released

>From CartoLab, in colaboration with Diputacion of Pontevedra, we are
proud of announcing the first release of openCADTools. This project
improves the CAD extension of gvSIG adding new funcionalities and new
digitalization tools. This new tools comes from the first release of
gisEIEL and also from developments by CartoLab.

This project intends to make available to the gvSIG community the
powerful tools of gisEIEL making them compatibles with the version 1.1.2
of gvSIG. We are also working hard in order to adapt openCADTools to
gvSIG 1.9 and we hope can announce the release soon.

Some of the improvements of openCADTools:

- Follow the existent geometries
- Open automatically a form (NavTable) when a new element is digitalized
- Create, edit and eliminate vertex
- New digitalitation tools (cut line/polygon, redigitalize line/polygon,
insert area, ...)

This release, is a Beta version, still under development. We encourage
to test it and let us know any bug detected or suggestions in order to
improve and make it stable. For this purpose there is a bug tracker
system available on:
