What about this new project: http://savannah.gnu.org/projects/libredwg/
Its main developer "seems" really active. 
Quite recently, he wrote on the Grass' developer Mailing list to propose a collaboration with them (see: http://lists.osgeo.org/pipermail/grass-dev/2009-December/047485.html)
