[Gvsig_english] gvSIG 1.9, build 1225: not possible to select EPSG 31468 projection in preferences

Hi Wolfgang,

You've reason about that, and this bug is opened in gvSIG bugtracking 
(not only happens in latest build, also in all of 1.9 version, where it 
still shows the old JCRS panel within gvSIG Preferences). We'll try to 
fix it as soon as possible.
