On what step do you get an error? Just launching the installer or on an
intermediate step? Anyway try it with admin rights if you're able to.

gvSIG 2.0 is a work in progress, as it's a huge rework "on the roots"
not all drivers are available at this time on the builds gvSIG is
producing. They are a really in pre-alpha state so don't expect to have
all the functionalities 1.9 have.

gvSIG developers are migrating extensions from 1.x architecture to the
new 2.0 so the functionalities will grow of course.
