[Gvsig_english] English in Build 1231

There is (still) a bug in that version of gvSIG which
causes it to _always_ come up with a Spanish user interface
once, even if you explicitly set the language in the
Preferences dialog.

I think it may be related to an old gvSIG 1.1.* settings
file being present in the default user settings folder. 

Just set the language to English once more in the app, that
time around, gvSIG will remember it.
