[Gvsig_english] Dates and functionalities of the gvSIG 1.9 and gvSIG 2.0 RC (Release Candidates)

Hello Wolfgang.

We decided to stabilize only the more basic functionalities such as 
symbology, labelling and raster.

Sextante will be available as an extension. We'll generate an 
installable for it.

The rest of the functionalities (topology, new geoprocessing tools and 
networking) will be available as unstable extensions (not integrated) of 
gvSIG 1.9 and their stabilization (and integration) will be done on 
gvSIG 2.x.
