About the IRC chat (where and how):

Well it's pretty easy, go to freenode [1] and select a nickname and
the "gvsig" channel. I usually try to be there (mostly alone), but I'm
not always available of course.

Of course you can configure a desktop client, for Linux I like xchat

About the time (when):

BTW, the official gvSIG manual will be at its current site, the new
space is for community generated docs.
