[Gvsig_english] Splash screen message in Spanish

Using gvSig RC2 on Win-2007 64 bit with Java 32 bit, in English.

The splash screen on opening has at the top "Layendo los config.xml de las
extensiones". On one PC this message remains static. On the other PC it
changes during startup, using mainly Spanish with a few English phrases.
