[Gvsig_english] New gvSIG mailing list for developers in English

Hello, 

the international mailing list was used as by users as by developers of the project in English spoken. Due to the increasing sending of e-mails about development issues on the list, a new mailing list for English spoken developers has been created [1], so the existing international list is considered the English spoken users list. You can be registered to the new developers mailing list from [1].
