Same here I have no problem importing as many as 10 decimals. Maybe a workaround is to open the csv as a spreadsheet in openoffice and save it as dbf. That for sure will do the trick.
In gvSIG csv, means semicolon separated values instead of comma separated values but other than that Neils should be able of putting as much decimals as he wish and thereafter use gvSIG reproject tools to convert the degree/deciamal degree to UTM if needed.
