[Gvsig_english] Electricity Network Management

Dear All,
I would like to build Electricity Network Management System. The basic idea
of this system is to drow the network object on a GIS application and
spacify the attributes of these objects, the system should provide editing,
analyitical and reporting functionalities. I wonder if there is any ready
component that provide such functionality, if not, i would appreciate if any
body can send me help, tutorial or guide to add this functionality to gvSIG
system.
