[Gvsig_english] gvSIG 1.9 french translation

Hi Julien,

the gvSIG 1.9 French translation is been updated now, and it'll be 
available in the stable version.

In reference to the translation of the documentation, there's a manager 
and a group of translators, but only the manager is translating now. 
I'll contact to you and I'll tell you the instructions.
