It seems that this is a dependence-only package. If you execute 'dpkg
-L' for the package dependences (such as eclipse-jdt or
eclipse-platform), you will see it takes more than 100 MB in /usr

For plug-ins, if you install them using synaptic, they will go to
/usr, too. But if you install them from Eclipse, they will go to the
user directory, as this is considered a 'user configuration'. Of
course, the problem is that very few plug-ins are available from
Synaptic. I see there was 'eclipse-pydev' package for intrepid and
jaunty, but they have not packaged it for lucid yet.

You could ask on Eclipse forums to see if there is any workaround.
Maybe there is a way to install plug-ins system-wide from Eclipse
interface (but probably you would need to run Eclipse using 'root'
user, I don't think it is a good idea...).
