[Gvsig_usuarios] "put turncost" tool

hi everybody,
I have some problems in using the "put turncost" tool on a network. 
Could you suggest to me what is the correct placement? 
To which turning maneuver the cost refers? 
Assigning a turncost equal to -1 in the network, no turning maneuver is
prevented: can you tell me why?
